1. Skills and Marketing Unit

Skills and Marketing Unit is a department of five staff within the Labour Division, assigned to support and promote the responsibilities of the ministry to primarily serve and deliver the following key result areas:

  • Technical, Vocational Education and Training (TVET). Apart from the academic stream, TVET is of equal value to provide career pathways and deliver employment opportunities for I-Kiribati.
  1. Promotion of TVET (Skills Development for Employability)
  2. Sponsorship Schemes
  3. Skills Supply Information
  4. Vocational Guidance Services
  • National Career Counseling and Employment Centre (NCCEC). NCCEC is a national one-stop employment center for youth that provides a career counseling service, and also assists and promotes skilled I-Kiribati to find jobs locally and abroad.
  1. National Employment Register (NER)
  2. Career Counseling Services
  3. Public Employment Services (PES) in terms of Job Placement Services
  4. Labour Mobility/Skilled Migration Initiatives, and
  5. Consolidate Skilled Labour Market Information

2. Overseas Employment (OE) Unit

The Overseas Employment (OE) Unit is assigned to manage and monitor the 2 overseas employment schemes namely: Recognized Seasonal Employer in New Zealand and Seasonal Worder Program in Australia. Its functions include:

  1. Supplying workers from work-ready pool according to Employer's preference
  2. Provide pre-departure training to workers
  3. Preparation and Travel logistics
  4. Regular communication with workers on the field for motivation purposes
  5. Developing good connection with existing Employers
  6. De-briefing/One on One interview with workers upon return
  7. Domestic Awareness on RSE and SWP related to Island Councils & Public
  8. Seeking more employers abroad through marketing activities

3. Work Relations Unit

The Unit is responsible for workplace compliance to ensure that workers are provided with decent working conditions required under the new Employment and Industrial Relations Act, 2016. The new Act revises and consolidates the old labour laws namely the Employment Ordinance, Trade Union and Employer Organisation's Act, Industrial Relations Act embedding the Fundamental Principles and Right at Work (FPRW) that gives effect to the ILO core conventions being ratified by Kiribati. This Act gives the mandate to the Ministry to perform Labour Inspection.

Key functions of the Unit includes the following:

  1. Ratification and implementation of relevant ILO conventions
  2. Kiribati reporting obligations on ILO conventions
  3. Enforcement of Labour Laws through labour inspection
  4. Handling Trade Disputes
  5. Registration and compliance of Employer Organisations and Trade Unions
  6. Issue 'license to recruit' and monitor compliance of Recruiting Agencies
  7. Secretariat to the Tripartite Decent Work Advisory Board which is the advisory body on all labour related matters


4. Occupational Health and Safety (OSH) Unit

This is the newly established unit to deal specifically with matters related to health and safety at work following the adoption of the Occupational Health and Safety Act, 2016. This Act provides the mandate for the OSH Inspectors to perform OSH Inspection. Occupational Health and Safety (OHS), also commonly referred to as Occupational Safety and Health (OHS), is a multidisciplinary field concerned with the safety, health and welfare of people at work.

The core functions of the unit includes the following:

  1. Carry out OSH inspection to all workplaces to ensure compliance with the OSH law.
  2. Promote OSH awareness and education to the public and workplaces on rights and obligations relating to the OSH law.
  3. Provide advice and guidance where required to workplaces on formulating OHS Policy and related matters
  4. Assist workplaces in establishment of OHS committee or OSH representatives to fulfil obligations uder the OHS Act
  5. Establish connection with relevant authorities including ILO technical expertise to identify or advise on specific unknown substance or hazard such as chemicals etc.
  6. Work collaboratively with social partners through the Tripartite Decent Work Advisory Board to promote and advance the OSH agenda.
